(a) The district has all powers necessary to accomplish the purposes for which the district was created.(b) The district may exercise the powers given to:(1) a corporation created under Chapter 505, Local Government Code; or(2) a housing finance corporation created under Chapter 394, Local Government Code, to provide housing or residential development projects in the district.
