(a) Except as provided by Subsection (b), Section 375.221, Local Government Code, applies to the district.(b) Section 375.221, Local Government Code, does not apply to a contract between the district and:(1) another governmental entity;(2) a nonprofit corporation, including a scientific research corporation; or(3) a corporation created under the Development Corporation Act (Subtitle C1, Title 12, Local Government Code).
