(a) One director shall be appointed by a majority vote of the board of directors of the El Paso County Tornillo Water Improvement District.(b) One director shall be appointed by a majority vote of the Commissioners Court of El Paso County.(c) One director shall be appointed by the board from a list of persons submitted by the representative for House District 75.(d) Expired.
