(a) A person is eligible for appointment to the board if:(1) the person:(A) owns land in the City of Pflugerville subject to taxation; or(B) is registered to vote in the City of Pflugerville; and(2) the appointment of the person under this section does not result in more than two directors who were eligible solely under this section and not Section 375.063, Local Government Code.(b) Section 375.063, Local Government Code, does not apply to a director appointed under Subsection (a).
