(a) The district may adopt and enforce rules:(1) to administer or operate the district or any service provided by the district;(2) for the use, enjoyment, availability, protection, security, and maintenance of the district's property and facilities; or(3) to provide for public safety and security in the district.(b) The district may enforce its rules by injunctive relief.
