(a) The district may adopt rules:(1) to administer or operate the district;(2) for the use, enjoyment, availability, protection, security, and maintenance of the district's property and facilities; or(3) to provide for public safety and security in the district, including the regulation or prohibition of automobiles and other motor vehicles from using, entering, or traveling in certain limited access areas in the district, except for safety and emergency purposes.(b) The district may enforce its rules by injunctive relief.(c) To the extent a district rule conflicts with a rule, order, ordinance, or regulation of the city, the rule, order, ordinance, or regulation controls.
