In this chapter:(1) 'Board' means the board of directors of the district.(2) 'Commission' means the Texas Natural Resource Conservation Commission.(3) 'District' means the Smith County Economic Development District.(4) 'Improvement project' means any program or project authorized by this chapter, inside or outside the district, that is necessary to accomplish the public purposes of the district.
