(a) This section applies only to territory in the district:(1) that is in the extraterritorial jurisdiction of the city;(2) for which a plat has been filed; and(3) that includes 100 or more residents.(b) To protect the public interest, the district shall provide or contract with a qualified party to provide emergency services, including law enforcement, fire, and ambulance services, in the territory described by Subsection (a).
