(a) The district may adopt rules:(1) to administer or operate the district;(2) for the use, enjoyment, availability, protection, security, and maintenance of the district's property and facilities; or(3) to provide for public safety and security in the district.(b) The district may enforce its rules by injunctive relief.(c) To the extent a district rule conflicts with a county rule, order, or regulation, the county rule, order, or regulation controls.
