(a) The district shall prepare a plan that includes:(1) a description of each improvement project to be constructed in the district;(2) the timing of construction for each improvement project to be constructed in the district;(3) the financing and general budget of each improvement project to be constructed in the district; and(4) any other information the city needs to make a decision on the plan.(b) The district shall submit the plan to the city for approval.
