(a) Except as provided by Subsection (b), the district has the powers provided by the general laws relating to conservation and reclamation districts created under Section 59, Article XVI, Texas Constitution, including Chapters 49 and 54, Water Code.(b) The district may not provide wholesale or retail water or wastewater service.(c) The district shall display a design selected by the city on a water tower or tank the district constructs or finances.
