(a) The district may undertake and provide an improvement project or service authorized by this chapter using any money available to the district.(b) The district may provide or secure the payment or repayment of any cost or expense related to the establishment, administration, and operation of the district and the district's costs or share of the costs of a district contractual obligation or debt through:(1) a lease, installment purchase contract, or other agreement with any person; or(2) the imposition of taxes, user fees, concessions, rentals, or other revenue or resources of the district.
