An improvement project may include a special or supplemental service for the improvement and promotion of the district or for the protection of public health and safety in the district, including:(1) tourism;(2) elimination of traffic congestion;(3) health, sanitation, public safety, and security;(4) recreational, educational, or cultural improvements, enhancements, and services; and(5) advertising, promotion, and business recruitment.
