(a) Subject to Subsection (b), the board may add or remove territory as provided by Subchapter J, Chapter 49, Water Code.(b) The district may add territory as described by Subsection (a) only if the district obtains written consent from: (1) the governing body of the city; and (2) any public entity that owns facilities for the inter-county transportation of water in the area proposed to be annexed.
