(a) As provided by Chapter 375, Local Government Code, the district may make an agreement with or accept a gift, grant, or loan from any person. The district shall promptly notify the city of any gift or grant accepted by the district.(b) The implementation of a project is a governmental function or service for the purposes of Chapter 791, Government Code.
