(a) The city manager, city auditor, and city attorney serve as nonvoting ex officio directors.(b) The city manager, city auditor, or city attorney may appoint a designee to serve as an ex officio director in place of that person.(c) An ex officio director is entitled to speak on any matter before the board.(d) An ex officio director is not counted as a director for purposes of establishing a quorum.
