(a) To be qualified to serve as a director, a person must be at least 18 years old.(b) Of the elected directors:(1) two directors must be qualified under Section 375.063, Local Government Code; and(2) one director must be a resident of the city.(c) The directors appointed by the governing body of the city must be residents of the city.
