(a) The following persons serve as nonvoting directors:(1) the mayor of the City of Palestine or a member of the city council of the City of Palestine designated by the mayor; and(2) the mayor of the City of Rusk or a member of the city council of the City of Rusk designated by the mayor.(b) A nonvoting director is not counted in determining the board quorum.
