The district has:(1) the powers of government and the authority to exercise the rights, privileges, and functions provided by this chapter; and(2) all powers, rights, privileges, and functions conferred on navigation districts created under Section 59, Article XVI, Texas Constitution, and conferred on navigation districts by general law, except as expressly limited by this chapter.
