The district may:(1) enter into a contract with the United States, including a contract to consummate or aid a navigation project approved or undertaken by the United States; and(2) assume and become responsible for an obligation of the United States and enter into an agreement with the United States to hold and save the United States free from damages due to the construction and maintenance of navigation works in the district.
