(a) Except as provided by Subsection (b), if a vacancy occurs in the office of commissioner, the board shall appoint a commissioner for the remainder of the unexpired term.(b) If the number of commissioners is reduced to three, the remaining commissioners shall call a special election to fill the vacancies.
