The district has the power to:(1) regulate wharfage and charges for all facilities of or pertaining to the Port of Beaumont and the waterways in the district;(2) assess and collect charges for the use of all district facilities;(3) approve a pilotage rate charge imposed under Chapter 69, Transportation Code; and(4) approve a charge, fee, or assessment imposed by a navigation district other than the district within the territory of the district.
