The district has:(1) the powers of government and the authority to exercise the rights, privileges, and functions specified by this chapter; and(2) all powers, rights, privileges, and functions conferred by general law, including Chapter 62, Water Code, on any navigation district created or operating under Section 59, Article XVI, Texas Constitution.
