The legislature finds that:(1) all land and other property included in the district is, and will be, benefited by the district and by the improvements the district will purchase, construct, or otherwise acquire;(2) the district is created to serve a public use and benefit; and(3) the district is essential to accomplish the purposes of Section 59, Article XVI, Texas Constitution.
