Before the district spends any money received from the sale of its bonds, the district must submit the plans and specifications of the proposed improvements to the Texas Commission on Environmental Quality for approval. If any substantial changes are made in the plans, the changes must also be submitted to the commission for approval. Acts 2003, 78th Leg., ch. 1277, Sec. 1, eff. April 1, 2005.
