The legislature finds that:(1) providing the district with the powers authorized by Section 59, Article XVI, Texas Constitution, benefits the citizens and property in the district;(2) all property in the district benefits;(3) all property the district benefits is included in the district; and(4) the district is essential to accomplish the purposes of Section 59, Article XVI, Texas Constitution.
