(a) The board shall keep complete and accurate accounts conforming to approved methods of bookkeeping.(b) The accounts and all contracts, documents, and records of the district shall be maintained at a place or places in the district designated by the board.(c) All contracts, documents, and records of the district shall be open for public inspection at all reasonable times.
