If, at the conclusion of the annexation hearing, the commissioners court finds that all land in the territory to be annexed will benefit from the present or contemplated improvements, works, or facilities of the district, the court shall adopt a resolution that:(1) calls an election in the territory to be annexed; and(2) states the date of the election and the place or places of holding the election.
