(a) This section applies only to a construction contract or a contract for the purchase of material, equipment, or supplies requiring an expenditure of more than $25,000.(b) The district shall award a contract to the lowest and best bidder after publishing notice to bidders once a week for two weeks in a newspaper published in the district that is designated by the board.(c) The notice is sufficient if it states:(1) the time and place for opening the bids;(2) the general nature of the work to be done or the material, equipment, or supplies to be purchased; and(3) the place where and the terms on which copies of the plans and specifications may be obtained.
