§ 6903.203

(a) If the district adopts a rule that provides a penalty, the district must publish a substantive statement of the rule and the penalty once a week for two consecutive weeks in Eastland County.(b) The statement must be as condensed as possible so that the act prohibited by the rule can be easily understood.(c) The statement may include notice of any number of rules.(d) The notice must state that:(1) a person who violates the rule is subject to a penalty; and(2) the rule is on file in the principal office of the district, where it may be read by any interested person.(e) A rule takes effect five days after the date of the second publication of the statement under this section.
