(a) A peace officer employed by the district or a county peace officer may make an arrest when necessary to prevent or abate the commission of an offense:(1) in violation of a district rule or a law of this state that occurs or threatens to occur on any land, water, or easement owned or controlled by the district; or(2) involving damage to any property owned or controlled by the district.(b) A peace officer described by Subsection (a) may make an arrest under Subsection (a)(2) at any location.
