(a) All land and taxable property in the city of Hillsboro will benefit from the works and improvements of the district.(b) The accomplishment of the purposes stated in this chapter is for the benefit of the people of this state for the improvement of their property and industries. The district, in carrying out the purposes of this chapter, will be performing an essential public function under the constitution.
