The district is a conservation and reclamation district in Willacy and Hidalgo Counties, Texas, created under Section 59, Article XVI, Texas Constitution. Added by Acts 2007, 80th Leg., R.S., Ch. 920 (H.B. 3166), Sec. 1.08, eff. April 1, 2009.
