The district is a conservation and reclamation district and a levee improvement district created under Section 59, Article XVI, Texas Constitution. Added by Acts 2007, 80th Leg., R.S., Ch. 920 (H.B. 3166), Sec. 1.09, eff. April 1, 2009.
