(a) A construction contract must be in writing and signed by the contractor and:(1) the president and secretary of the board; or(2) a majority of the directors.(b) A copy of each construction contract shall be kept in the district's records and be subject to public inspection.(c) A construction contract must contain or have attached to it the specifications for all work included in the contract.
