(a) Notwithstanding any other law, a municipality has exclusive authority in the district to:(1) issue building permits and certificates of occupancy;(2) enforce the municipality's building codes;(3) enforce the municipality's health regulations regarding food establishments, public swimming pools, and standing water; and(4) perform an inspection necessary to accomplish the purposes of this subsection.(b) A fee for a permit or certificate issued by a municipality for use in the district may not exceed the fees charged for the same permit or certificate issued for use in the corporate limits of the municipality.
