The authority has:(1) all the powers of a governmental agency; and(2) the rights, powers, privileges, and functions that:(A) may be contemplated and implied by Section 59, Article XVI, Texas Constitution; or(B) are conferred by the general laws of the state relating to water control and improvement districts, including Chapters 49 and 51, Water Code, unless those rights, powers, privileges, or functions conflict with this chapter.
