(a) Land may be added or annexed to the authority under Subchapter J, Chapter 49, and Subchapter H, Chapter 54, Water Code:(1) without the consent of any municipality under Section 42.042, Local Government Code; and(2) regardless of whether the authority has issued revenue bonds.(b) A change in the authority's boundaries under this section does not affect the validity of the authority's bonds.
