The authority may:(1) acquire surface water or groundwater supplies from sources in or outside of the authority; and(2) conserve, store, transport, treat, purify, distribute, sell, and deliver surface water or groundwater to a public or private corporation, a political subdivision of this state, or any other person in or outside of the authority.
