(a) If the tax is authorized at an election held for that purpose in the manner provided by Section 49.107, Water Code, the district may impose a tax and pledge the tax for the payment of all or part of an obligation incurred under a contract to purchase water.(b) The election may be held in conjunction with an election authorizing tax bonds or authorizing a maintenance tax.
