(a) The board shall reorganize and elect officers after each election and at any other time the board considers appropriate.(b) The board may designate one or more assistant secretaries and an assistant treasurer. An assistant secretary or assistant treasurer is not required to be a director.(c) The board secretary or one of the assistant secretaries:(1) shall keep the minutes of the meetings of the board and all official records of the board; and(2) may certify as to the accuracy or authenticity of any actions, proceedings, minutes, or records of the board or of the district.
