(a) The district may adopt and enforce rules:(1) to administer and operate the district;(2) to govern the use, availability, protection, security, and maintenance of the district's property and facilities; and(3) to provide for public safety and security.(b) The district may bring an action in court for an injunction or other appropriate remedy to enforce a rule of the district.
