(a) A vacancy on the board shall be filled by appointment by the governor with the advice and consent of the senate.(b) A person appointed to a vacant position serves for the unexpired part of the term. Acts 2003, 78th Leg., ch. 1277, Sec. 1, eff. April 1, 2005.
