In this chapter:(1) 'Authority' means the Lower Neches Valley Authority.(2) 'Basins' means the Neches River basin and the adjoining Neches-Trinity coastal basin.(3) 'Board' means the board of directors of the authority.(4) 'Commission' means the Texas Commission on Environmental Quality.(5) 'Director' means a member of the board.
