(a) The board consists of nine directors appointed by the governor with the advice and consent of the senate.(b) Each director must be a freehold property taxpayer and a qualified voter of this state.(c) Five directors must reside in Jefferson County, two directors must reside in Hardin County, and two directors must reside in Tyler County.
