(a) The board consists of seven directors appointed by the governor with the advice and consent of the senate.(b) The governor shall appoint one director to represent the authority at large.(c) The governor shall appoint two directors from each of the following regions:(1) Region 1: Bowie and Red River Counties;(2) Region 2: Cass, Franklin, Hunt, Morris, and Titus Counties; and(3) Region 3: Delta, Hopkins, and Lamar Counties.(d) Each director must be a qualified voter.(e) A director appointed under Subsection (c) must be a resident of a county in the region for which the director is appointed.
