(a) The board may appoint or establish committees from the board's directors as necessary or desirable to assist in conducting the authority's business.(b) Subject to the applicable rules of law on delegation of powers, the board may assign or delegate or provide for the assignment or delegation of any powers, duties, and functions to its committees as the board may provide by rule or resolution.
