(a) The authority may apply to this state, the United States, or any other person for money necessary to:(1) secure engineering surveys and the compilation and collection of data relating to regional and general conditions entering into and influencing the character and extent of the improvements necessary to accomplish the storage, control, transportation, treatment, conservation, and equitable distribution to the greatest public advantage of the storm water, floodwater, and normal flow water that is stored and controlled; or(2) accomplish or carry out any of the other purposes of this chapter.(b) The authority:(1) shall request an amount it considers sufficient;(2) may make the necessary agreements with the party providing the money; and(3) may appropriate the amount of the estimated equitable contribution of the costs of developing essential engineering data.
