Texas Legal Code
(a) The president shall preside at all board meetings.(b) At each regular board meeting, the board shall:(1) include public testimony as a meeting agenda item; and(2) allow the public to comment on all meeting agenda items and other matters under the authority's jurisdiction.(c) At a regular board meeting, the board may not deliberate on or decide a matter not included in the meeting agenda, except that the board may discuss including the matter on the agenda for a subsequent meeting. (d) The board or a board committee may hold a meeting by telephone conference call, by video conference call, or through communications over the Internet, in accordance with procedures provided by Subchapter F, Chapter 551, Government Code, if the board president or any three board members determine that holding the meeting in that manner is necessary or convenient.
