(a) The authority may acquire:(1) additional land adjacent to a permanent improvement constructed inside the authority for the purpose of developing public parks and recreational facilities; and(2) necessary right-of-way for public ingress and egress to an area described by Subdivision (1).(b) The authority may provide recreational facilities and services and may enter into a contract or agreement with any person for the construction, operation, or maintenance of a park or recreational facility.(c) The authority may perform a function necessary to qualify for a state or federal recreational grant or loan.(d) The legislature intends that the authority coordinate the development of any public parks or recreational facilities with the Parks and Wildlife Department for conformity with the land and water resources conservation and recreation plan.
